Halving the resolution removes three quarters of the pixels. That is a bigger lever than quality, and it is usually the one to reach for first.
No upload cap
Because nothing is uploaded, a 300 MB source is no harder to handle than a 3 MB one. Compression services usually cap what you can send them.

Questions
How do I make a video small enough to email?
Most mail providers cap attachments at 25 MB. Export at 480p on the "Small file" setting; for anything over a minute you may also need to trim it.
Does compressing a video reduce its quality?
Yes — that is the trade. Lowering the resolution usually looks better than lowering the quality at the same file size, because compression artefacts are more noticeable than a slightly softer picture.
Why is my exported file larger than the original?
Because the original was already efficiently compressed and re-encoding it added a generation. If you only need to cut the video, use the "Same as source" quality — it copies the streams instead of re-encoding.
Is there a file-size limit?
300 MB in, because the file is held in your browser’s memory. There is no limit on the way out.
Which is smaller, MP4 or WebM?
WebM, usually noticeably. MP4 plays everywhere, which is why it is the default.
